The new promotion token counts are part of the experimental features that can be enabled when starting a game. It looks like this feature was not selected for your game and so there were fewer promotion tokens available throughout the game.
Additionally, the current promotion token counts are being evaluated and may change up until the rulebook is finalized. Keep an eye on the game updates for future changes.
