The card reads: "Revealer may send any player on Tortuga or a Rowboat to the back of the line on either ship, or they may save this card in front of them and use it as a later action."
I looked at your game, and when you drew that card, there were no players on Tortuga or on a Rowboat. So, there is no legal way to play that card at that time.
This is not a bug.
