Upgrade build
Connect to harbor making sure to have 0 or 1 money when you connect and that you have power left to continue building
Expected: Sell a card button appears and you can continue building.
Actual: Sell a card button appears but no option to build anything else.
I used a 3-strenght build action (flipped) to build the two-spot enclosure and got a card, sold the card to the commercial harbor to get money, then tried to build a one-spot enclosure to get the x2 multiplier. I was able to get the money but not build the enclosure. I cannot find any rules that suggests I could not use the money from the sale to buy a one-spot enclosure. Refresh did not solve problem.
