The steaks appear to be used to break ties, however, the breaking ties rule appears to not be based on size of steak token, and there are other factors such as hand limit that should be factored in, if a negative score exists.
Instead, it should probably just say Positive 1, 2, 3, or 4, depending on how many unique treats there are!!! -

Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
Negative points due to steak is not a tiebreaker, it is a reference to when the winner is not determined by candy chips until the end.
