Thanks for raising this issue!
Before accusing someone of cheating, I would suggest to check the rules. Scopa has many variants and the rules change a lot between them.
Here it is, in more details:
- You're playing the variant "Scopa a Quindici"
- In that variant, the rule is that a player can capture if the sum of his card + any number of cards on the table is equal to 15
- Therefore, a 3 can capture an 8 and a 4, because 8+4+3 = 15
