The outlaw started a duel with the sheriff and lost.
The outlaw died but the sheriff didn't get any card for killing him and the sheriff skipped his next turn.

Only after THIS EXACT set of conditions Suzy was "stealing" a turn order and the person after her was next player (while we expect it to be the next after attacker)
