案件历史
I experienced the exact same thing. New Military Tactics, as well as all other sources of temporary military, last until the end of the settle phase. Therefore the 2nd world played with Improved Logistics still has the same boosted military to draw from.
It should not work for the second settle of a 2PA III/III call, since that is a completely separate phase.
The ORIGINAL bug was not a bug. In a 2 players game, when there is 2 consecutive Settle phase, the temporary military force DOES NOT last for the second one.

The other one with Improved Logistics however was a bug. It has been fixed now, and the temporary military power you get from your first settle can be used for your second settle.

Same problem - +3 advantage was not present on the second settle and so I was not able to place a world
