案件历史
"When a player has completed his FIRST monster, the player can no longer place tiles on other players' FIRST monsters. Such a player can play on other players' minions, however."
This is to avoid blocking the last player (or other) having points with their first monster.
Game is not appealing that much without this, that enforce you to choose when in your game you stop building your monster (1 point per tile if it gets finished) vs starting minions (only 1 point per tile IF it has eyes on it. And the minion get finished)
