Here I completed Plan No 1 first. It gave me 8 points and puts the "Approved" sticker over the first rewards (8 points). The 4 points does not get a sticker - my opponent can still get 4 points for this plan.

I completed mission 2 first. It gave me 3 rockets but it put the "Accomplished" sticker over the 2 Rockets. My opponent can still get the 2 Rockets for this mission.

If I recall correctly, the intention of doing it that way is to be able to know what is actually the reward you got from getting this objective so the checkmark on the card indicates whether you did the objective or not, and the stamp just hide the reward that is not for you.
Is it tied up in the semantics: the difference between APPROVED (WtyN - the plan as been approved and so the points you gained are covered up) vs ACCOMPLISHED (WttM - the objective has been accomplished and these are the points you gained still showing)?
I don't recall what is displayed in Welcome To ... when the opponent accomplishes the plan first - does it still stamp APPROVED? There is also a colour change that occurs (Red to Green) between Pending Approval and Scored Approval?
Ultimately, it seems the scoring is being accomplished correctly. I agree the display should try to be consistent between the two games, in cooperation with the intent of the game designer/publisher.
The BGA implementation of Welcome To the Moon is incorrect, and inconsistent with the original tabletop game.
The Checkmarks (Red and Green), and Player Panel numbering overlaid on the Plan Cards, provide the additional information augmented in the digital implementation on BGA, and I think clarifies for the player which reward has been accomplished by each player.
