I could not use my seed cards as resources to pay for the VPs. Since I've had drawn a card when placing the tile, I could not restart my turn and spend the cards I had on the beginning of the turn too, making the tile useless.

You can only play Seed Cards before or after your PLACE or RETRIEVE actions. So NO you're not allowed to do this. Only at the start and end of turn.
