In this game: boardgamearena.com/14/welcometothemoon?table=688693377 (sorry, not sure how to get the move number, but it's my current move)
I have a choice of 3 pairs: 2-Robot, 15-Plant, 13-Energy. I'm unable to place them in spots where I think they should be able to go. I guess I might not understand the rules properly, but I thought I did.
When I click on the 2-Robot pair, I can only place the number in the 3rd Robot quarter (5th floor), but shouldn't I be able to write it in the first spot of the 2nd Robot quarter (4th floor)?

When I click on the 15-plant, I can only write the number in the two as-yet-unused Plant quarters at the right, but my understanding is that I should be able to put it in the second spot of the first Plant quarter.

When I click on the 13-Energy, I can't write the number in any of the unused spots, even though they are completely empty quarters.

Am I wrong about the rules? Or is this actually a bug?
