The Blue "Patron" card lets you buy a second blue card at a discount, however, there was no option to actually buy a second card. I tried clicking on cards and action spaces and it did not allow it. I tried clicking "Skip" but that did not fix it, and there was no undo button to undo the Skip (which there should be).

The cost of the card you take is reduced
by 1 wood and 1 stone. Pay 3 additional
coins if the tower is already occupied and
take the bonus resources from the third/
fourth floor. (See page 7.)

In the current situation you started the action owning 7 coins. You bought the card Patron and payed 3 coins. So there are 4 coins left. The cheapest blue card costs 4 coins. But you have to pay the tower penalty of 3 coins (you are already in the blue tower) and you have a buying bonus of 2 coins. Means:
-3 coins + 2 coins = -1 coins: You cannot buy any other blue card. The Skip Button works as expected and before pressing skip there is an undo button. Sorry, no bug! cu on bga
"If there are family members already present in the same tower where you want to place your Family Member, you must pay three coins to the supply before placing it."
Since the immediate effect lets you take a card without taking a family member, no 3 coin penalty applies.
about paying the 3 coins "toll" in special situations (such as during the immediate effect of another card).
As a reminder, the situation we are referring to is something like this:
1) The Character tower is empty (i.e. no player went there this round)+
2) I buy the Abbess, which grants me the ability to get another Card
3) I choose to get another Character (e.g. Farmer)
In this case, I still do have to pay the 3 coins toll. Basically, this rule applies to all other situations (e.g. the tower was occupied by another player).
The only exception would be this one:
1) I buy the Abbess and decide to take a Territory (green) while the green tower is empty (so i don't pay extra 3 coins)
2) Next turn, I want to get another Territory. This time, I don't have to pay the toll, because technically the tower has no Family Member inside it (the missing card was taken as an effect of the Abbess)
