I understand from this card that each player takes the trap they have the most copies of and counts the number of pairs they have. In my game, I have 4 traps of a type, and my opponent only has a maximum of 2 traps of a type.
So I should have earned 15 points, and he should have earned 9.
The opposite happened.

So he has 3 different traps with 2 copies so 3 points, and me 4 traps and 2 traps so 3 points too but he has the priority so he has the 15 goal points?
Sorry it's not a bug so.
You only have 2 of a single trap type, so only 1 pair.,
I have 4 fire traps, but only 9 goal points.
He has 2 of a single trap type, but has 15 goal points.
But it depends on how we understand the goal card: do we have to see pairs in differents trap types, or pairs in a single trap type...?
