14.12.1.1 Political Success
The neutral country must share a land border (1.3.4) with an active friendly country.
If the Axis faction is applying this event, it may instead select a neutral country that shares a Sea Zone with Germany.
If the Western faction is applying this event, it may instead select a neutral country that shares a Sea Zone with an active friendly country.
