Harvested four resources with three empty slots in storage (including the empty one in additional storage). The message says "You must choose at least one resource to give". I selected one of the water resources and clicked "Give resources". Maybe more info to help debugging. I had six water and had to give three away. I selected three and the yellow border was shown but I couldn't click the Give resources button. I deselected the three water and selected the other three instead. Then I was able to press the button but it gave away all six. Maybe it has something to do with the selected state not registering (but yellow border still being shown)?
