There is no rule stating defeated angels don't get targeted, but they don't gain damage or statuses. So most the time darkness cards don't do anything. There are rare cases that do hit them though, like lose courage, test before gaining courage, discard prayer.

As most Darkness cards do damage or status effects, the angels in heaven are largely protected. However, they do not get to ignore the Darkness Track and some do still apply. These include:
A Nation Divided (Cannot cast down face-down cards)
Divisiveness (Lose 1 courage; if at 0 the damage fizzles)
Drunken Revelry (Failing a test triggers the card, damage fizzles)
Hopelessness (Courage gain reduction)
Hunger Pains (Test to gain courage)
Manic Depression (Can be one to discard)
Media Blindness (Tests at -1)
Medical Delirium (Cannot draw Prayer)
Mimic (Must cast this down first)
Rich Man's Ire (Succeeding a test triggers card, damage fizzles)
Seeds of Despair (Courage loss)
Social Loneliness (not sure they *can* do anything to target multiple demons, but if so it's limited)
Spiritual Static (Card triggers, damage fizzles)
Suicidal Thoughts (Can be the one to discard)
Terror By Night (Prayer in defeated angel's hand counts to reduce damage to team)
Defeated angels are not targeted for damage distribution such as Waylay and Prideful Heart. (Can't assign 8 damage to them for it to fizzle)
