This occurred again at table: boardgamearena.com/2/bayonetsandtomahawks?table=558220766
Happened at move 258, immediately after a battle at Pointe Saint Anne.
Interestingly, the log has the card draw in the middle of the battle, though cards are not received until the new turn.
Move 258 begins immediately after traemyn rerolls with his commander during the battle and seems to encompass everything that happens after: resolution of battle, retreat of pieces, rally, supply check and card draw all taking place in that same move. Unsure if that has anything to do with it.
I'll also create a new bug report for the moment immediately following the above action: boardgamearena.com/bug?id=136967
