TLDR: not a bug - game is working as intended.

Here's a breakdown of your turns .. and what is happening on each .. hopefully this helps you understand the game a bit more .., this looks like it was your first game?

Turn 95: you played: 2 + 2 + 2 (Suspension - cooldown)
You got no cooldown, because you had no heat in your hand.

Turn 109: you played 3 + 2 (Suspension - cooldown)
again, no heat in hand -> no cooldown available.

Turn 140: you played 1 + 2 (Suspension - cooldown)
You have the option to cooldown up to 3 :
1 for gear 2
+1 for Suspension card
+1 for adrenaline for 5th place
However, you only have 1 heat in hand, so you can only cooldown 1.
Yes, the interface says you can do "up to 3" by showing 3 on the button ... but it will
only cooldown what you have available.
Unfortunately you didn't click the cooldown button, so got no cooldown.

Turn 159: You played 4 + 8 (turbo charger) + 2 (Suspension - cooldown
This time you are on the straight away with weather preventing cooldowns .., so you are
unable to cooldown any during this turn.

Turn 177: you played 3 + 2x(+ stress) + 2 (suspension - cooldown)
You are still, unfortunately in straight away with weather preventing cooldowns.

Turn 190: you played: 2 + 2 + 3 + 4
still in weather straight away - preventing cooldown.

Turn 209: Cluttered hand ... missed turn ..

Turn 232: played: 1
cooldown of 3 (for gear) + 1 (for adreline)
so you get 4 heat back.

I didn't follow rest of game . seeing as you finally was able to cooldown, and with this summary, hoping it's clearer now on when/how you can cooldown.
